RECOMMENDATION:

Staff recommends that the City Council adopt Resolution 2018-_ approving and prioritizing the City’s candidate projects for the MCAG “Call for Projects” for the Measure V Regional Project Funding Applications.

BACKGROUND:

On November, 2016, the Merced County voters approved Measure V, a½ cent transportation sales tax over the next 30 years to fund transportation improvement projects within the County of Merced. The Measure V funds are to be spent on the following category of projects:

1. Regional Projects

2. Local Projects

3. Alternative Modes Projects

4. Transit

5. Administration

This 30-year transportation measure is anticipated to generate a total of approximately $450 million. 44% of the funds will be allocated to Regional Projects, 50% for Local Projects, 20% for Alternative Modes, 5% for Transit, and 1% for Administration.

The funds for Regional Projects will be split amongst two groups of cities divided by the San Joaquin River. 27% of the Regional Projects allocation ($121.5 million) must be spent on projects east of the San Joaquin River and 17% ($76.5 million) must be spent on projects west of the San Joaquin River.

DISCUSSION:

On December, 2017, MCAG issued a “Call for Projects” for candidate regional projects eligible for Measure V regional funding. The deadline for the Regional Projects applications was January 8, 2018. City staff developed a list of potential projects that met the funding requirements and their respective applications were submitted for consideration (see attached Project Funding Applications).

A committee was created to recommend regional projects for each group of eastside and westside cities. The committees consist of a Council Member from each city and a County Supervisor whose district includes each respective city. The MCAG Governing Board has the authority to approve the recommendations made by the selection committees.

The selected regional projects will be incorporated into the MCAG 2018 Regional Transportation Plan. Regional Projects are to provide for the movement of goods, services and people within Merced County and should benefit multiple jurisdictions. These regional projects would be awarded funds from the first 5 years of the Measure V Transportation Sales Tax Revenues. This initial allocation is estimated at $20.25 million.

As with any other regional funding, this “Call for Projects” is seeking for competitive funding applications. Those projects that provide funding leverage will be more competitive getting fund awards from this Measure V regional funding. City staff has evaluated the fundability for each of the candidate projects and recommends committing $400k from local funds to the SR-99/Winton Parkway On Ramp Widening and $600k to the Livingston (ACE) Transit Center. These local funds would be provided from the City’s eligible funding sources including Measure V Local Funds, SB 1, LTF and TDA.

Due to the number of projects submitted and limited funding available, MCAG is seeking to prioritize the various projects. Keeping in mind the projects that best fit the funding requirements and funding availability, City staff has developed and recommends the following list of project priorities:

FISCAL IMPACT:

There is no fiscal impact associated with this item at this time. City staff will bring back a separate request that commits local funds to those projects that are successful and receive Measure V regional funding awards.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON APPROVING AND PRIORITIZING THE CITY OF LIVINGSTON CANDIDATE PROJECTS FOR THE MCAG “CALL FOR PROJECTS” FOR THE MEASURE V REGIONAL PROJECT FUNDING APPLICATIONS

WHEREAS, the City of Livingston is eligible to receive funding from the Merced County Measure V Transportation 1/2 – Cent Sales Tax approved by the voters on December, 2016; and

WHEREAS, this 30-year transportation measure is anticipated to generate a total of approximately

$450 million; and

WHEREAS, approximately $121.5 million will be allocated for regional projects on cities west of the San Joaquin River; and

WHEREAS, this Measure V regional funding is competitive and will be awarded to successful projects submitted by eligible cities; and

WHEREAS, on December, 2017, MCAG issued a “Call for Projects” for candidate regional projects eligible for Measure V regional funding for the first 5 years of the Measure V Sales Tax Revenues estimated at $20.25 million; and

WHEREAS, eligible regional projects must provide for the movement of goods, services and people and should benefit multiple jurisdictions within Merced County; and

WHEREAS, successful projects will be recommended by a selection committee formed by a Council Member from each city and a Board Supervisor whose district includes each respective city; and

WHEREAS, the MCAG Governing Board has the authority to approve the recommended projects by the selection committee; and

WHEREAS, due to the number of projects submitted and limited funding available, MCAG is seeking to prioritize the various projects; and

WHEREAS, City staff developed a list of potential projects and submitted their respective applications for funding considerations; and

WHEREAS, City staff developed and recommends the following list of projects and priorities that best fit the funding requirements and funding availability:

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Livingston as follows:

Section 1. The above recitals are true and correct findings of the Livingston City Council.

Section 2. The City Council hereby approves the candidate projects with their respective priority for the Measure V Regional Projects Funding Applications.

Section 3. The City Council hereby commits $400,000 to the SR-99/Winton Parkway On Ramp Widening Project and $600,000 to the Livingston (ACE) Transit Center Project from eligible local funding sources including Measure V Local Funds, SB 1, LTF and TDA.
