Note from TheGardening Snail. I remember a slightly different chain of events and motions related to the appointment of a Commissioner and Alternates. The Cliff Notes Version goes something like this:
The first motion was by Mayor Pro Temp Samra: (made before the Recreation Director was even out of her char, and before the Mayor had the chance to open the Discussion for Public comments), was for Anna Alberto ONLY
After that there were some comments (and an apology from some on the Council for not allowing the Recreation Director to present the Staff Report FIRST)
After that Jacqui finally got the chance to present the Staff Report
After that, there was discussion by council members giving candidates a chance to present and disregarding “late” applications
After that, there was even more discussion
After which, Mayor Soria seconded Pro Temp Samra’s original motion: which failed 2-3
Then Mayor Soria made a motion which was seconded by Pro Temp Samra: which also failed 2-3
Finally, there was the motion by Council Member Aguilar, seconded by Council Member McCabe: which passed 3-2
Rodrigo Espinoza’s name was NOT mentioned at all in any of the motions.
In addition to the above, the written minutes leaves out who was nominated for Commissioner or Alternate and who was Appointed as Commissioner and Alternate Commissioners. The written record gives the impression that all three were appointed as Commissioners.
