AGENDA ITEM: Resolution Approving Contract with Security System Solutions for Replacement of the City Key Card Access System.

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 2018-_, approving a contract with Security System Solutions for replacement of the City’s key card access system.

BACKGROUND:

Currently the city key card access system for city hall, public works and the council chambers is not operational at full capacity. The city has had no access to the host software which allows the administrator to add or delete keys into the system since September 2017. The system is active, therefore staff is still able to enter buildings using their key cards at the permitted times allowed.

DISCUSSION:

With no security measure in place currently with deleting keys from the system as employees leave employment with the City we must move forward with a new host for our key card system. The City has obtained three (3) proposals for replacement of the system; Security System Solutions $23,841.39, Custom Locksmith $17,360.75, and Sacramento Control Systems, Inc.$ 71,059.74.

Currently Security System Solutions is hosting the key card access for the Police Department and they will be able integrate both systems together bringing the city together as a whole. With their expertise and knowledge of our agency they will be able to integrate the existing access control server located at the police department together with our current facilities which has no host at this time.

FISCAL IMPACT:

There is sufficient funding in the 20l7/2018 approved budget to cover the contract amount.

RESOLUTION NO. 2018-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON APPROVING A CONTRACT WITH SECURITY SYSTEM SOLUTIONS FOR REPLACEMENT OF THE CITY’S KEY CARD ACCESS SYSTEM

WHEREAS, currently, the City key card access system for City Hall, Public Works and the Council Chambers is not operating at full capacity; and

WHEREAS, the City has had no access to the host software which allows the administrator to add or delete keys into the system since September 2017; and

WHEREAS, the system is active, therefore, staff is still able to enter buildings using their key cards at the permitted times allowed; and

WHEREAS, with no security measure in place currently with deleting keys from the system as employees leave employment with the City, staff must move forward with a new host for the key card system; and

WHEREAS, the City has obtained three proposals for replacement of the system from System Solutions $23,841.39, Custom Locksmith $17,360.75, and Sacramento Control Systems, Inc.,

$71,059.74; and

WHEREAS, currently Security System Solutions is hosting the key card access for the Police Department and they will be able to integrate both systems together as a whole and, therefore, it is recommended that the City Council approve awarding the contract for replacement of the key card access system to Security System Solutions.

NOW, THREFORE, BE IT RESOLVED, that the City Council of the City of Livingston hereby approves entering into a contract with Security System Solutions in the amount of $23,841.39.
