RECOMMENDATION:

City Council adopt Resolution No. 2018-_, authorizing the purchase of a Wireless Led Lighted Cross Walk System from Silicon Constellations.

BACKGROUND AND DISCUSSION:

The cross walk located at Main Street and “J” Street by Livingston High School is heavily used by the students walking to and from school on a daily basis. There have been accidents and close calls involving students at this location in the past. The Merced Union High School District has expressed their concerns with City staff about the safety of the students and have requested the installation of cross walk lights at this cross walk. Main Street is a popular route for local residents and commercial traffic.

The Livingston Municipal Code requires formal bidding procedures for all purchases over $10,000 unless the formal bidding process is undesirable, impossible, unavailing or incongruous as determined by the City Manager. The City Manager has determined that the formal bidding process for this work is undesirable due to the safety factor for the community. Staff recommends that Council approve the purchase from Silicon Constellations to keep consistency and uniformity as the previous lighted cross walk was purchased from Silicon Constellations. This will also help staff stock parts that can be used interchangeably at other lighted cross walks and eliminating the need to stock parts from multiple suppliers that cannot be interchanged.

FISCAL IMP ACT:

The Lighted Cross Walk System will be 100% funded from the Measure V fund included in the approved 2017/18 budget.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON APPROVING PURCHASE OF ONE (1) LIGHTED CROSS WALK SYSTEM FROM SILICON CONSTELLATIONS

WHEREAS, the cross walk located at Main street and “J” street near Livingston High School is heavily used by the students on a daily basis; and

WHEREAS, there have been incidents and close calls involving students at this location in the past; and

WHEREAS, the Merced Union High School District has expressed their concerns with City staff about the safety of the students and have requested the installation of cross walk lights at this location: and

WHEREAS, staff recommends that Council approve the purchase from Silicon Constellations to keep consistency and uniformity within the City; and

WHEREAS, the City Council has determined that it would be in the City’s best interest to approve the purchase of one (1) lighted cross walk system from Silicon Constellations.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Livingston as follows:

Approve the purchase of one (1) Wireless L.E.D lighted cross walk system supplied by Silicon Constellations in the amount of $24,244.03.
