RECOMMENDATION:

City Council adopt Resolution No. 2018-_, updating Building Fees.

BACKGROUND AND DISCUSSION:

The City charges a variety of fees for various services provided by the City’s Building Division within the Community Development Department. The City has contracted with West Coast Code Consultants, Inc. (WC3) to provide the City’s Building services including review of building plans, issuance of building permits, and inspection of ongoing construction projects. The collection of building fees is intended to pay WC3 for the costs of providing these building services. Building activity is increasing within the City with four residential subdivisions (and soon a fifth), and increasing non-residential projects. The City has not comprehensively reviewed its Building fees since 2006 and; therefore; these fees are out of sync with the costs of providing these services and below those of other local jurisdictions. The City’s contracted Certified Building Official, Todd Barr, has done an analysis and is proposing the fees be updated to the amount as noted in the attached Resolution. It is intended that in spring of 2019 the fees will be reviewed again and may be updated in an effort to keep fees current.

FISCAL IMP ACT:

The proposed fees will more closely cover the costs of providing Building services and be more in line with other local jurisdictions.

RESOLUTION NO. 2018-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON UPDATING BUILDING FEES

WHEREAS, the City has established building fees to cover the cost of providing various Building services, including, but not limited to, review of building plans, issuance of building permits, and inspection of on-going building projects; and

WHEREAS, from time to time the City needs to update building fees to more closely align with the costs of providing building services; and

WHEREAS, the City has not updated building fees for over 10 years; and

WHEREAS, the City’s contracted Certified Building Official has performed an analysis and developed a set of new fees to more closely cover the costs of providing Building services.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Livingston does hereby adopt new Building fees as shown on the Attached Table 1-A, Schedule B, and Schedule C.
