RECOMMENDATION:
Council approve Resolution 2018-_, authorizing a subscription to eProcess360 from West Coast Code Consultants, Inc., for Building Permit Services.
BACKGROUND AND DISCUSSION:
In October, 2017, the City began receiving Building services per the new contract with West Coast Code Consultants, Inc., (W3C). One of the services offered involves an online application and electronic submittal capability. In addition to the submittal of building plans and applications via the internet, this service provides for plan routing to various departments and agencies for review and comment on applications pending. It assists with calculating fees due, issuing permits, tracking inspections scheduled and performed, and issuing Certificates of Occupancy. The ability to submit materials via the internet and track the building permit process electronically is becoming expected and leads to greater productivity and efficiency. The City Manager and W3C have negotiated a subscription to establish and maintain this on-line process (eProcess360).
As is described in the attached Subscription Schedule, there is an initial setup charge of $25,000 and a monthly fee of $800 or an annual fee of $9,000. City staff has opted for the annual fee of $9,000, thereby saving the City $600 a year. As this total amount is over $10,000, Council authorization is needed. The attached Resolution 2018-_, provides the City Manager authorization to execute this Agreement and make payments.
FISCAL IMPACT:
$34,000 for the first year under this subscription and $9,000 each year thereafter.

RESOLUTION NO. 2018-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LIVINGSTON APPROVING A SUBSRIPTION TO ePROCESS360
WHEREAS, the City of Livingston has entered into an Agreement with West Coast Code Consultants, Inc., to provide Building Department services and inspections to the City; and
WHEREAS, West Coast Code Consultants, Inc., has software (eProcess360) to provide online building permit application, routing, processing, inspection scheduling, and issuing services to those seeking a building permit; and
WHEREAS, the City of Livingston desires to obtain the services of this software to improve the productivity and efficiency of the Building Review and Permit issuance functions.
NOW, THEREFORE, BE IT RESOLVED that:
1. The Mayor or his designee is authorized to execute the Master Subscription Agreement with West Coast Code Consultants, Inc., for the eProcess360 service.
2. The City Council authorizes the payment of $25,000 in Initial setup charges and $9,000 annually in subscription fees for the eProcess360 service.
